Rothe Development, Inc. provides services to the National Aeronautics and Space Administration (NASA), Department of Defense (DoD), and the commercial sector. Our key customers/partners include, but are not limited to: NASA - Johnson Space Center (JSC), NASA - Marshall Space Flight Center (MSFC), NASA - Kennedy Space Center (KSC), US Air Force, US Army, US Navy, US TRANSCOM, Raytheon, Leidos, AECOM, KBRwyle, Unisys, Siemens, Toshiba, Houston Mechatronics Inc., Mexssub International, Schlumberger, Cameron/OneSubsea, Technip, and many others.
Since 1976 Rothe has maintained an in-house calibration facility to support various Commercial and Government contracts. Today we have two commercial calibration laboratories with locations in San Antonio and Houston Texas. Our facilities specialize in precision calibration and repair of a wide variety of test equipment. Rothe employs technicians trained in calibration by the US Military and those who hold the Certified Calibration Technician (CCT) certificate by the American Society for Quality (ASQ).
RDI is proud to collaborate with NASA/JSC’s Directorate of Engineering to be one of the pioneers in developing an external customer plan (commercialization) that brought in commercial work to use government excess capacity in order to yield NASA direct cash reimbursements and 533 offset (i.e. salaries that NASA did not have to pay the contractor while NASA facilities were idle and had excess capacity). From October 1999 to October 2002, Rothe utilized a Space Act Agreement (SAA) with NASA to perform 188 commercial jobs on our Manufacturing and Calibration Services Contract (MACS) totaling over $548,000.00 in savings for NASA during that period. In 2003, Rothe continued in our goal to bring NASA savings by sharing our commercialization knowledge, lessons learned, and strategies with our partner Raytheon (prime) on the Neutral Buoyancy Laboratory (NBL) and Space Vehicle Mockup Facility (SVMF) Operations Contract (NSOC now NOC) for the Flight Operations Directorate (FOD) at NASA/JSC Houston, TX. With the retirement of the Shuttle Program and the completion of the International Space Station assembly, these facilities on NSOC (now NOC) have excess capacity and capabilities that can now be shared with outside industries. Today as we continue subcontracting to Team Raytheon on the NBL Operations Contract (NOC), RDI continues External Customer Office participation for Team Raytheon. In this capacity, we find commercial businesses and arrange contracts that enable these businesses to utilize NASA facilities for training, testing of products and procedures, and manufacturing. To date, Team Raytheon has saved NASA over $11M by utilizing the External Customer Office and its collaboration with NASA to cultivate external customers to use the NBL.
Rothe’s chamber experience began in 1969 with the design and installation of a Rapid Decompression Chamber for the Manned Orbital Laboratory, developed to support early US Air Force and NASA manned space station concepts. Rothe continued various chamber developments and installations for customers such as Brooks Air Force Base, Fort Sam Houston, Methodist Hospital San Antonio, and other hyperbaric treatment & research centers. Today, Rothe is a subcontractor on the USAF’s Hypobaric Altitude Chambers Program and maintains multiple Subject Matter Experts trained in operations, maintenance, and engineering of hypobaric chambers.
